His talk is entitled\, ‘Public Service around the World – from Belfast\, Westminster and Brussels on the way to Hong Kong’. \nElected Member of Parliament for Bath in 1979\, he served as Minister for Overseas Development\, Secretary of State for the Environment and Chairman of the Conservative Party. Patten held several senior positions in Conservative governments under Margaret Thatcher and John Major\, and was appointed Governor of Hong Kong\, tasked with overseeing the final years of British administration and prepare for its transfer to China in 1997. \nHe was Chairman for the Independent Commission on Policing after the Good Friday Agreement in 1998 and European Commissioner for External Relations from 1999 until 2004. The Observer has described him as ‘the best Tory Prime Minister we never had’. In 2003 he was appointed Chancellor of the University of Oxford. This should be a great occasion and early response will be advisable to avoid disappointment. Details are being finalised and further information will be issued shortly. \nHe is one of the sixteen Knights of the Thistle and Knight Grand Cross of the Order of St Michael and St George (Chancellor 2011-2021). He was awarded America’s highest civilian honour\, the Presidential Medal of Freedom in 2003. He served as the 10th Secretary General of NATO and Chairman of the North Atlantic Council from 1999 to 2003. \nHe has been Executive Deputy Chairman of Cable and Wireless plc\, Deputy Chairman of TNK-BP\, BP’s Russian Joint Venture and has served as a Non-Executive Director of the Weir Group plc\, Smiths Group plc and Monaco Telecom SA. \nHe is Chairman of the FIA Foundation\, an Elder Brother of Trinity House\, a Trustee of the Queen Elizabeth Diamond Jubilee Trust\, and a visiting Professor at Stirling University and King’s College London. He serves on the boards of the Centre for European Reform\, the International Institute for Strategic Studies and Chatham House’s Panel of Senior Advisers.
